It is up to each rental car operator to decide what is included in the relocation. Most vehicles include a basic insurance package, and sometimes a ferry passage for the vehicle (if applicable).
Petrol and other expenses are sometimes included as well, but usually only for urgent relocations where the rental car companies want to make the relocation as attractive as possible. If this is not stated on the listing details then these extras will not be included.
